Add per-warehouse ware targets in addition to economy targets

Bug Description

Currently it seems that produced wares are always moved to be stored in the closest warehouse/headquarters. It would be useful to designate that "this warehouse should always have at least 10 stones" for building purposes, even if there are no quarries or granite mines nearby.

Currently you can sort of emulate this by juggling "preferably store here" between your warehouses, but this is not the same as you'd have to constantly watch the levels of stored goods and turn this on/off as levels become too high or too low.

Oh, and a small suggestion for selection. While configuring economy you can operate on multiple selected wares at once, but making that selection is tiresome as you have to click on each icon separately. How about making it "paint mode" so that you can e.g. press mouse button on one ware and drag to the right, selecting a whole row of wares at once? (Or deselecting, if the first clicked ware was selected.) And +5/-5 buttons would be helpful, as +1 doesn't quite make it when you want to increase target by 50.

I am unsure, I believe this bug is a duplicate and there is even a blueprint for this - something like target quantities in warehouse or so.

The problem here is UI: how to make this easily accessible in the UI so that advanced players can easily use it and new players do not get confused.
