Atlantean stone economy target too low

Bug Description

The Atlantean stone economy target of "one" is too low: their larger buildings can require as many as seven stone. If the map has few stone piles and the stone economy relies on crystal mines, waiting for a crystal mine to deliver six stones can take some time.

As the Empire will always have stone in stock from their marble mining and Barbarians' granite mines always produce stone, they do not have economy targets for stones.

I propose that the stone economy target for Atlanteans is set to 20 to ensure that there are plenty of stones in stock.
