Bug Description
I have noticed that the Imperial computerplayer builds roads around its vineyards so that the vine farmer has too little space to plant his vine. This is IMHO a big problem because grapes are needed for wine, and wine is needed for marble.
To solve this problem, I wanted to add "space-
This surprised me because I have never watched road building around farms. (Why is there a difference?)
A possibility to solve the problem is to enlarge the working area of the vineyard, but I think it should be kept small because otherwise, the vine farmer would plant too many vines.

Just have a look at AI farm near his headquarters (I deliberately waited till AI "wins" so that observer can see everything, including productivity).
