experienced workers cannot be moved to new buildings

Bug Description

If I am not wrong, when I for example play with barbarians and:
- have deeper mine with three master miners
- upgrade a basic mine with basic miner
- have no more chief or basic miners
then the new deep mine will not work until I destroy the deeper mine or the new deep mine or do something more complicated, like building basic mine, training a chief miner and destroying the basic mine or upgraiding it to relase the chief miner. (In the latter case after the secund upgrade is completed I will stil have a deep mine without worker.)

I do not feel it is logical. Real workers would probably be more willing to move.

I think I should be able to order the third master miner to live and go to another mine (In this case to the deep mine). Then a new miner would go to the deeper mine. For more complicated cases, just like with military buildings, there should be this possibility to make the worker to find new place and possibility to make workers not to come to a place. If the least experienced possible worker would come to a free place, I think it would be enough to make the buildings I want to work work.

Is it a good idea?

Thanks for your report. However basically the same was already discussed in bug #714036 , which is the one we discuss this issue. So I close this as duplicate.
