Make static content independent from usercontent

Bug Description

This is mainly my personal problem:

Because i am working with many branches, i have an own media directory on my disk where the media files are stored. The media files consists of everything below the media directory, including Maps and the static files (css, js). So every time a css or js file changes, i have to copy them over to my own media directory.

I think we should change this to have different directories for static and user uploaded files, e.g. Maps.
