Possibility to split topics to prevend thread hijacking

Bug Description

To prevend thread hijacking it should be possible to split a topic at a specific post and create a new topic with the related post(s).

This should help to keep "one theme, one topic".

mmh.. I am not a big fan of too much control over forums. If thread hijacking happens naturally it was probably okay for the majority of people reading.

Reordering topics imprints much more of the personality of the moderator - who decides about the ordering after all - into the thread. Other opinions?
