Smartcard support template

Bug Description

It is impossible to setup EAP-TLS WiFi connection with smartcard.
It just does not have the proper options (at least in Debian unstable).
It seems to me nobody even tried to setup such connection using WICD (did not find any relevant information in Google).
I`m proposing the following configuration template (attached).

Important - Client certificate and CA certificate can be used as from smartcard as local files.
I`m not a WICD developer and I don`t know how to set fields "fill one or another".
Perhaps you can tune this template better than I can.

I don't have the time right now to look at it, but I'm marking it for 1.7.2 -- so it's there, on the radar, for the next release :)

Also, I don't have a Smartcard, so I'd need you to test this template and/or any modified version. Would it be ok?
