cannot modify clients configuration location (~/.wicd)

Bug Description

Like many other tools, Wicd should be able to use an alternate configuration directory for its clients, with either a command line option or an environment variable (WICD_CONFDIR for example), or better, both of them.

This will allow to put the configuration for example in ~/.config/wicd to clean up the home directory.

Using Wicd 1.7.0, on Archlinux.

I've started a blueprint to move configuration to ~/.config/wicd ; I'll probably not implement the "variable config dir" though.

Good news

Well, I hope you'll use $XDG_CONFIG_HOME environment variable (because $HOME/.config is just a convention around it) - that's why I chose to ask for a WICD_CONFDIR variable (which can be XDG related in login scripts).

I thought about using python-xdg, and something like xdg.BaseDirectory.xdg_config_home. And that expands to "~/.config" here :)
