Dutch translation of wicd manual

Translation of the documentation, man/wicd.8.

I'm not sure it works completely (a strange <U+FEFF> above in the man page, when using the command "man -l wicd.8")

And I also haven't translated the other manual pages. But that could come later.

I have translated the last manual, I got it with bzr.

I think the file man/wicd-cli.8 isn't needed yet (it's not a real manual page)

I don't know if it is good enough translated.

Before this can be included in wicd, it should first be reviewed. I have done a bit of translations for Geany, but i'm new in the open source world.

I don't understand the last bit (beneath OTHER), so this file is not fully translated.
The reason is the "stanza". A stanza is from a poem, i thought?

Anyway, if this leads to adding it in the installer:
The lines:

The best place to install the files is, in my opinion, /usr/share/man/nl/manx/.
And i think that the best place to insert the files in the branch (?) is man/nl/* (the English man pages in man/*)
