Bug Description
MOD-F3
A moderator should be able to delete or disable user accounts that are made visible to them via abuse reports.
Rationale: Moderators need to be able to follow through on warnings to abusive users.
MOD-F4
A moderator should be able to view and acknowledge all user-submitted bug reports.
Rationale: Moderators are in charge of filtering bug reports for invalid bugs, and forwarding valid requests to the developers.
MOD-F5
Certain moderators should be able to broadcast a message to all users. This should be an alternate channel of communication, clearly distinguished from standard whsprs.
Rationale: There is a need for broad communication to all users, and a notice on the website is preferred to mass e-mails. This functionality should be restricted only to those moderators that have the authority to speak on behalf of the Whspr service.
Also, whspr reporting functionality will have to be changed to be saved in the database instead of just sending out an email.
