Media admin unused files create fails

The Create link in the admin Media list for unused files does not work properly in 1.6.2. It presents the default add media for that requires a new file to be uploaded. It should just allow the selection of an individual and entry of the other attributes. Also, the URL (example below) only includes the file name but not the directory.

This prevents creation of a record for existing unused media.

I applied the changes to 1.6.2 and they work well for the root directory. It does not work for media in subdirectories. I had to add this change to admin_media.php where the URL for the edit form is generated.

Subdirectory support did not make it into 1.7.1. Here is the patch to make it work properly when the unused file is in a subdirectory.
