template.py doesn't like Unicode objects

Bug Description

template.py should automatically convert Unicode objects to UTF-8 strings when it tries to print them.

Why UTF-8? Is this always the encoding used by template.py?

I have a theory that everyone should use UTF-8 all the time and, as
part of this, this is the default charset on the Content-Type headers.
Maybe I shouldn't force this on other people, but it solves so many
problems and the only people who seem to have a problem with it are
the people pissed about Han unification.
