You can use gDevilspie fot that. Works very well :)
Maybe is not the ideal solution, but i install it on freya for start Opera Maximized, and now, i use the same software for thats webapps.
devilspie is very, very little program, the ram consumption is very minimal.

Now webby webapps are saving the window size. Not sure about saving window placement. It's something the user will need?
