[Browser] using web browser app will cause all other apps restart

Bug Description

Use case 0 :
Open an app(any app is ok), if the app has a function to call browser,like Qt.openurlexternally(), then web browser app will be opened and browse an url. Now swipe back to the app which called the browser, it restart to its initial state.

Use case 1:
Open many apps, then back to app scope(or other scopes), open web browser app, browser any urls(google, bbc, whatever). Now switch any apps which opened and staying the background, they all restart to their initial state.

Long ago, Alan told me this is a memory leak issue of web browser, but I didn't find any bugs related to it in the bug list.

It seems related to a current issue whereby the browser reloads all
previous tabs, which results in heavy memory usage. That could explain why
all other apps are forced to stop (and restart) by the appmanager.

In that case that would be a duplicate of bug #1358599. I’ll mark it as such, feel free to re-open if you think the issue is different (or if after bug #1358599 is fixed the issue persists).
