normally fairly clueful people can't figure out what on earth the launchpad webapp does, or is supposed to do

looking at the source it seems to add a bunch of launcher icon actions for bugs, global actions and projects. The launcher actions appear to vary based on what launchpad page you are on, it is sometimes empty, sometimes has a couple of items, sometimes rather a lot, mostly it is empty, or what looks like a list of recently visited team pages. Not seen any bug related actions in the launcher or HUD and we are rather puzzled as to what this webapp is trying to achieve and whether it has done so. The launcher actions don't appear to be particularly useful operations.
