Enable page to be set as a background app

Bug Description

At the moment, I need to manually open a web page for its webapps integration to work. It would be great to be able to set a page as a background app so it's always loaded when I open my browser and is integrated with the desktop (Launcher count, Message menu, Notifications, etc), regardless of whether I actually have the page open in a tab or not. Or maybe even "always open" in the background, regardless of whether my browser is open or not?

Yes, it would be very useful, because the opened tabs consume a lot memory. It would be nice if the webapps could work independently from the web page.

On the other hand I think the title of the bug doesn't cover your request.
It should be like this: "Webapps should work without an opened page"
