[islandlabs] mailing list archives broken; 403 "Forbidden"

In the headers of email from the [islandlabs] mailing list from
freeculture.org, the list archives point to:

   http://lists.freeculture.org/pipermail/list/

but visiting that web page results in a 403 "Forbidden" response.

This is causing some troubles:

   - spam is coming through the [islandlabs] mailing list which
       is then either dropped or rejected by other systems such
       that at present we are unable to figure out the email
       address that sent the message to allow removing that
       address from the list. This then leads to list members being
       dropped due to "bounces" from repeated spam rejection.

   - We have at least one user who has attempted to sign up for
       the [islandlabs] list several times who has never received a
       message from the list, and without the archives he cannot see
       what was sent

   - We currently aren't able to include links in new emails referring
       to previous messages in the archives
