create "sandbox" to make complex edits without breaking live site

Bug Description

i believe the reason we arent doing this now is it might entail a second installation of wordpress and another redirect setup. this is necessary for making complex edits so that we don't have to worry about downtime for the actual site. this could be kept at or this should be made with consideration for how the live site can easily be synced with it.

I've put this on the agenda for the Net architecture strategy meeting.

My hesitation comes over the question, "How much of a sandbox?" We could
replicate the whole FC.o vserver if we wanted a real sandbox, only we'd
need to replicate the underlying MySQL server too, so we could just buy a
new server and put it up at but the domain would be
different so it wouldn't be a perfect test.

I'll reply more in the morning with a more detailed proposal of what I
think a good sandbox/staging-site would be.

Well, is a separate WP installation with a separate checkout of our theme and a stale copy of our main site's DB. That's good enough for me for now.
