Force all changes to go through SVN

Bug Description

How many times do we want to run around like chickens with our heads cut off, trying to figure out what broke something? Or hoping someone happens to have a backup because we failed to make one?

Can't we force all changes to go through SVN? I'm sure we'll still break things, but it'll make it much more simple to un-break it and to identify what went wrong.
