Sun Rise/Set times not offset by Daylight Savings

Bug Description

I live in Saint John, NB, Canada.

I am running Ubuntu 10.10 and I have BOTH Weather Indicator and Weather Report running (testing the new Weather Indicator app)

This morning I looked up and one app (Weather Report) was showing that it was daylight. This app (Weather Indicator) was showing it was still nighttime. And the large yellow ball out the real window indicated that it really was daytime.

After some investigation it seems that the sunrise and sunset times were off by one hour.

This either indicates that daylight savings time is not being offset. (one province doesn't use daylight savings). -OR- Someone is implementing one time zone per country (and with a country as geographically spread out as Canada this just doesn't cut it. (We happen to span 5 time zones).
