bzr shell writes to file that doesn't exist

Bug Description

bzr shell writes to ~/.bazaar/shell-history, but ~/.bazaar doesn't necessarily exists (it isn't automatically created). This causes the shell to exit with an error; it should probably just create ~/.bazaar
