watcher fails with oslo.db 15.0.0

Bug Description

After updating oslo.db to 15.0.0, watcher fails with error:

TypeError: LegacyEngineFacade.from_config() got an unexpected keyword argument 'autocommit'

    Minimal refactor of SQLAlchemy api module to be compatible with
    oslo.db >= 15.0.0 where autocommit behaviour was dropped.
