Bug Description
Because mod_wsgi is deprecated by devstack, using uwsgi to replace of mod_wsgi in devstack
Most of Openstack projects have finished it.

Add uWSGI support
This patch implements uWSGI support for Watcher API service.
Because mod_wsgi is deprecated, using uwsgi to replace of mod_wsgi.
Most of Openstack projects have finished it.
