oslo_messaging_rabbit section should be replaced by [DEFAULT]/transport_url in devstack

Bug Description

Currently rabbit configuration is defined by oslo_messaging_rabbit section in watcher.conf of devstack plugin.

rabbit_host =
rabbit_password = stackqueue
rabbit_userid = stackrabbit

These options are deprecated for removal. Its value may be silently ignored in the future[1]
These are replaced by [DEFAULT]/transport_url
