Bug Description

TypeError was in applier.log.

watcher.applier.actions.migration TypeError: live_migrate() got an unexpected keyword argument 'disk_over_commit'

    Fix migrate action failure

    disk_over_commit flag was removed in Nova API microversion 2.25(Mitaka).

    Since current watcher nova default api version is 2.53(Pike),
    this patch removes disk_over_commit flag.
