Deploy watcher -api as wsgi-app under apache

Bug Description

In accordance with OpenStack community goal Watcher needs to meet the goal to deploy api through WSGI under any performant web server (apache/ngnix). We need to add wsgi app and apache template to watcher and we also need to update devstack plugin to default deploy watcher-api with apache.

    Run Watcher-API behind mod-wsgi

    This patch adds support to run watcher-api
    with mod-wsgi. It provides
    1. wsgi app script files, to run watcher-api under apache.
    2. updated devstack plugin to run watcher-api default with
       mod-wsgi.
    3. Document to deploy watcher-api behind wsgi.
