devstack with USE=SSL=True : Watcher endpoints still have 'http" protocol scheme

Bug Description

When I deploy devstack with the option USE_SSL=True, Wather service endpoints are not correctly set with 'https' protocol scheme.

It 's due to this bug https://bugs.launchpad.net/devstack/+bug/1544903, but also to the fact that we should add "watcher" string in the variable SSL_ENABLED_SERVICES (initially set into stack.sh script)
