Bug Description

Make the steps for setting up a devstack environment extremely clear and simple so that someone with no experience with DevStack can follow the guide and have watcher up and running.

    Improve DevStack documentation for beginners

    The DevStack documentation should provide basic steps for setting up
    Watcher with DevStack assuming the reader has no previous knowledge of
    DevStack.
