On devstack multi nodes env, I have 1 controller and 2 computes.
I launched 1 instances: theses lasts are deployed on both compute nodes.
I created an audit with BASIC_CONSOLISATION goal. the expected action plan is correct : It proposed to migrate one instance to
other compute node, and "shutdown" the empty compute node.
When I started the proposed action plan, instance migration has failed due to migration 'block_migrate' option set to True.
