Bug Description
Ceilometer has several features it can collect data, store the data , and query the data.
We want that Watcher relies on ceilometer API in order to have only one way to query the measurements for all the strategies.
So, we have ceilometer (api) which can take data from any kind of database and expose it for watcher.
The documentation is not enough clear about that we need to add some informations
