Bug Description

StrategyState located at watcher/decision_engine/strategy/state.py seems to be unused. So we should get rid of it.

I've noticed state.py no longer exists in this project -- I'm assuming someone else removed it before I was able to. Should we go ahead and close this bug out?

If the contribution process for the project calls for filing bugs on Launchpad, is there a reason why someone else handled it? I understand it was a trivial fix, but it seems some duplicate effort could have been avoided here
