I wasn't able to reproduce this today:
stack@vm: ~/devstack$ watcher audit-template- create -d "test config" -e "threshold=100" test SERVER_ CONSOLIDATION
Goal %(goal)s is not defined in Watcher configuration file (HTTP 400)
