watcher-dashboard deployment exception due to duplicate settings

When I was deploying watcher-dashboard, the following error is reported.

This error is caused by duplicate settings about "enable_plugin watcher" in both /devstack/local.conf and /opt/stack/watcher-dashboard/devstack/settings. One solution to this error can be: mv watcher-dashboard/devstack/settings watcher-dashboard/devstack/local_conf.example
