-exe option in waspc broken; no stubs

Bug Description

The -exe option in waspc is currently broken, because there are no stubs in waspvm, unlike mosvm. We need to maintain a stubs directory in share/waspvm for this purpose.

This will also break installation, since the installer tries to rebuild everything using lib/build's build-exe.

Deferred until beta; this is not essential for WaspDoc.

This does work, by the way, if you use the -stub option as well as the -exe option.

Fixed in 0.4 development, as part of MOSREF port.
