wajig doesn't always prompt for administrator password

Bug Description
If I run "wajig install [packagename]" then I am prompted for my administrator password.
If I run "wajig purgeremoved" then I am not prompted for a password. The following error message is always displayed:

I've also seen this in wajig 2.17 on another PC running Xubuntu 15.04
