WaffleGrid does always behave gracefully if memcached is not there

Bug Description

If MySQL is started with innodb_memcached_enable = 1 or 2 and you forgot to start memcached, MySQL freeze.

The problem is also present when memcached dies. Clearly not the desirable behavior.
