Setting innodb_memcached_enabled in the my.cnf does not work

Bug Description

When your turn on waffle/memcached in the my.cnf file to be enabled on startup, it does not work.

The show variables still shows it as 0 ( disabled )...

work around is to turn on waffle grid via a set global command. i.e.

set @@global.innodb_memcached_enable=1
