buildout fails if download-cache does not exist

You can start the builout bootstrap without the download-cache directory existing already. There should be a way around this:

the download-cache and eggs-directory should be configured locally, not in a project's buildout; configuring them locally will still allow them to be shared with LP

I don't quite follow. Are you saying 'an error occurs if you have not creating the download cache directory' ?

Yes, bootstrap.py fails with an error if the download-cache directory does not already exist. Creating that directory allows it to continue as usual and then run buildout init.

This sounds to me like a buildout bug, not a wadllib one?

So it looks like this is by design. In checking our LP makefile we actually check for this and show an error message that you need to run link-external-sourcecode so that's why we don't see this usually in LP as well.
