[NSXv3] FIP is not working as DNAT rule only allows TCP

Bug Description

For nsxv3 plugin, when creating FIP, DNAT rule only allows TCP protocol. All incoming ICMP traffic from external network are blocked. Thus, all tempest scenario tests are failing.
