Cannot delete exclusive router

Core plugin for neutron 'vmware_nsx.plugin.NsxVPlugin'
NSXv parametrs(in section [nsxv]):
tenant_router_types = exclusive

If attempt to delete router - i get error:

Reproduce:
1) Add router in horizon with external network
2) Attach to router tenant network
3) Attempt to delete router created in step '1'
