NSX v3 HTTP conf properties need sensible defaults

The current NSX v3 impl provides the following default HTTP values in nsx.ini

http_timeout = 75
retries = 10

As a result a single NSX API request fails after 10 * 75 = 750 seconds. This is excessive and needs a more sensible set of defaults for openstack deployment envs.
