NSX|V3: some resource tags have invalid neutron tenant id

When resources are created on the NSX tags are added to enable a admin to search the resources. In some cases the resources created on the manager do not have a corresponding neutron entry. The tags for these are invalid and they should only have the api version that created the resource.

    Ensure that internal resource created on the NSX do not have data
    that is not relevant, for example tenant_id.
