Bug Description
In NSX|v3, all APIs are exposed through NSX_Manager which makes NSX_CONTROLLERS obsolete. But the current NSX|v3 setup still requires NSX_CONTROLLERS, otherwise the setup will fail. We can add some logic to remove this requirement.
