Bug Description
This is being observed quite often in the CI:

are only recent examples.
It seems that port update operations - when they re-allocate the IP address for a port might clash with DHCP port creation operation generating the infamous lock wait timeout error.
This is an upstream issue which is just exacerbated by the way this plugin works.
