delete port fail if it is already deleted in nvp

Similar to https://bugs.launchpad.net/neutron/+bug/1291690, but when deleting ports. If the port is already deleted from nvp, the neutron fail to delete it from it's database.

similar issue was reported in the past https://bugs.launchpad.net/neutron/+bug/1104337 and fixed. It doesn't seem to handle the case when the port is already deleted in nvp.
