processutils from oslo is missing in quantum

openstack/common/rpc/impl_zmq.py that is present in Quantum depends on openstack/common/processutils.py that is absent. So, processutils must be mentioned in openstack-common.conf and added to quantum.

This bug would have been detected by unit tests if oslo unit tests had been added to Quantum as proposed in https://blueprints.launchpad.net/quantum/+spec/quantum-copy-oslo-tests.
