The documentation about VMBuilder found here:

does not lead to a working virtual machine. Also there are some prominent links that lead to 404.

Confirm.
Instruction provides using `sudo ubuntu-vm-builder kvm hardy` but Ubuntu repository not provides Ubuntu Hardy long time ago.
VMBuilder declare that using new suites: dapper, gutsy, hardy, intrepid, jaunty, karmic, lucid, maverick, natty, oneiric, precise, quantal, raring, saucy, trusty, utopic, vivid, wily and xenial.
But suites dapper, gutsy, hardy, intrepid, jaunty, karmic, lucid, maverick, natty and oneiric not exists in http://
If you want to use old versions Ubuntu Linux, then you must specify repository URL that provides required suite. For example:
ubuntu-vm-builder kvm hardy \
