Rescue mode with OpenStack doesn't work

Bug Description

Hello,
Images downloaded from http://cloud-images.ubuntu.com/ use disk label (LABEL=cloudimg-rootfs) in /etc/fstab to identify the root disk. When a VM goes in rescue mode, 2 disks will have the same label : the disk the user wants to rescue (that should be /dev/vdb) and the new disk of the "temporary instance" (used for rescue only).

This means the instance in rescue mode will boot "randomly" either on the correct disk (the brand new disk) or on the old disk (that the user wants to rescue, the disk may be broken if the user has screwed up).
