Can't attach message/external-body to outgoing messages

Bug Description

If you try to attach a message/external-body attachment to an outgoing message, it gets coded as message/external-body again. This is wrong.

The attachment is now working (revision 1166 in encode-composition branch). But the attachment buttons don't look right.
