Texinfo objects to ISO-8859-1 in vm.texinfo

Bug Description

When the VM package was rebuilt for the upcoming Fedora 32, it failed with an error

    makeinfo vm.texinfo -o vm.info
    utf8 "\xFC" does not map to Unicode at /usr/share/texinfo/Texinfo/ParserNonXS.pm line 1796, <FH> line 7091.
    Malformed UTF-8 character: \xfc\x6c\x6c\x65\x72\x0a (unexpected non-continuation byte 0x6c, immediately after start byte 0xfc; need 6 bytes, got 1) in pattern match (m//) at /usr/share/texinfo/Texinfo/ParserNonXS.pm line 3364.
    Malformed UTF-8 character (fatal) at /usr/share/texinfo/Texinfo/ParserNonXS.pm line 3364.

The problem is the ü in _Müller_ which is encoded in Latin-1/ISO-8859-1. After converting the `vm.texinfo` file to UTF-8 the build completed fine.

I'm not sure if there is anything Fedora-specific in the _makeinfo_ installation. But regardless of that, ISO-8859-1 feels pretty obsolete these days. Perhaps you wish to convert your upstream source too to UTF-8.
